Early season muzzle loader

When do the early season muzzleloader liscense's come out and is there a limit on these?

I'm not sure when they will come out but there is a 7500 cap on early season muzzleloader tags and they are for residents only---no NRs.

I thought that deer lic now are all electronic now is this wrong? what about the gun & bow lic are they going to be electroinc ?
