This might help. In the farming world if something calls for x amount its refers to actual lbs per acre. Nitrogen come in many different forms all with different amount of nitrogen per lb.

You do need the 13 bags. 46-0-0 is 46% nitrogen

It should be just fine. Seed can go bad that's one of the rreason lot numbers r put on each bag. Next spring take 50 seeds and germinate them and that will tell you your answer.
