you can do just about anything with no till as long as you get a little ground cover over the seed. As for the oats/rye/or winter wheat with out interfering with the hay. I would think it would hurt it at all if its an anual in the spring when he mows his hay it will just get mowed in and baled up with the first cutting. You can always call your local ag biologist to see what seeds will work and what wont work.

You might have to plant after the second cutting to ensure that the seed will take for the winter. But if you went with oats anything like that they will start to come up when the farmer wants to make the 3rd cutting i dont know if you can get the plant to grow back in time for season its going to take some research to see what growing days are for what ever you want to plant.
