If I can remember right...The midge don't come out of the ground spreading the disease. They must bite an infected animal first, usually a cow, then they are a carrier. Very few cattle show any signs of the disease but still carry it 8 to 10 months therefore overwintering and continuing the chance to spread. The key to slowing the disease is in the cattle but at too high of cost.
