On a serious note - a guy in our group got a ticket for not having a habitat stamp? We didn't even know it was possible to buy a hunting license and not get a habitat stamp? Why would the sell hunting license without it?

Sounds like a combination of a Walmart produce employee is sent to sell a hunting license and an IDNR book keeper is sent to check tags on opening shotgun season. They really need to sell the license and stamp as one.
