I have a good friend who has land in Sargent County, North Dakota. He had a CRP plan that called for over 1000 trees. Great set up—shelterbelts/windbreaks/riparian buffers with Spruce, Pine, Plum, Dogwood, etc..
He has a signed contract so he ordered the trees from (Minnesota Habitat Management) which is also a good friend of mine. The owner-Jason knows CRP inside and out.
To make a long story short, some top dog within the North Dakota FSA cancelled the contract and he was stuck with the trees!
Luckily they worked it out and sold the trees to others at a discount! They were extremely upset to say the least.
