Real Estate Attorney recommendations

No it is a very rural area. 2 lane. Not really any homes or businesses near by. I did talk to the tech and he made it sound like they may grant it due to its limited use, I don’t plan to frequent it a ton (no house or business plan). It does sound like that is playing a part on their decision, although the guy I talked to is not very high up the ladder.
 
I guess I’m confused here. If a state Hwy runs “through” it, what is the access issue? They won’t let you put a gate coming off the Hwy? You’ll be paying taxes to the centerline on both sides, what do they think they need at the access point, a turning lane?
I guess I just can’t picture an access issue if you are going to own both sides of the road.
Not exactly the topic but keep in mind that this does not sound like a county gravel road. In most, if not all cases, of state paved roads the state owns the ground and has been deeded the land so the adjoining landowners do not pay taxes to center of road.
