Scott, The best word in your update is "miracle". I don't at all understand why God answers some prayers with the gift of a miracle and other times he doesn't (or at least not how we think the miracle should happen). But, I do know he is worthy to be praised either way. Praise God for this...

Yes, according to this video. Basic explanation is it has little to do with deer hunting and is about people leaving stuff on public state land that is not specifically allowed for (e.g tree stands and blinds).

Thanks for sharing. And, not all public, just state managed. I am thinking that might change over time.

Is it rolled out yet? I don't see the 24/25 regs from the DNR. Hopefully it is clear when that is published.
