I can see what you are saying. If there is only a couple "big" tracts left in the state, they could become extremely sought after, even if only a few can afford them.
I'm not real worried about hunting over bait becoming legal in Iowa. That seems unlikely to me. What I have grown concerned about recently is a new trend of baiting or feeding as a way to keep deer from wandering off your property during season. Obviously this is going to create a confusing...
I think the difference is the group would be less likely to fill all 4 buck tags if the whole group wasn't able to help fill them. I'm not saying it needs changed but that's the obvious argument.

Gotcha, I didn't realize you were talking about snaring in deep snow. I do the same thing. I like to stomp down my own trail through deep snow banks on the edge of a grass fields and then put snares on the trail. Instant coyote funnel!

With it being left so long, my bet is that someone figured that nobody wanted them and took them for themselves. I'd be checking with all the employees of the locker.
