I would skip step 3 and be patient on step 5. I frost seeded and sprayed switch last year and had flowing fields of foxtail most the year. Now that the foxtail is knocked down I can see the switch all through out. This coming year should be great.
Sounds like par for the course. One plot of brassicas every couple years will get used just not heavily. I think that is why Paul preaches everything in 1 plot so the deer use it and you eventually adapt them to using that field. It makes perfect sense if there is food there 2 months a year...

I planted some rye in sept that never got rained on until mid nov it was a bare field until about half way through december. Now it is all sprouted and the whole field has a little green tint to it.
plant some winter rye mixed with some versa grass. The rye will green up fast and the grasses in the versa grass mix will soon follow establishing a permanent stand.
