Sadly I thinks its more than just a few. Every area seems to be plagued by illegal hunting and poaching. I had 4 deer shot and taken from my ground at night last year. Ended up going out and sitting in the truck trying to catch them but never did. Between trespassing and poaching the problem is...
Personally I wish some hunters would quit. Area around me has been so full both shotgun seasons its hard to go into anything not already with hunters in it.
Some of today's slugs travel much farther as well. Rem's CLU's when sighted in 2" high at 75 are dead on at 150. Years ago before these slugs and good rifled barrels you would have had to shoot 2' high at 150 yards if you were dumb enough to shoot that far. LOL
I agree it would be nice if the quota's were set by say Townships but considering the manpower the DNR has I don't see this as possible.
10! Think if even 25% of hunters harvested 10. We would wipe the herd out like in the early 1900's.
We are moving into (housing developments) deer habitat...
I'm sure I'll take some heat for this and I'm not implying the deer were not used nor not needed to be harvested from those particular areas but man some guys shoot a bunch of deer.

DNR has gotten our doe heads for over 5 years now. They take them off right at Edgewood locker and we mark as close as we can on the map where each was harvested for them. Lets continue to hope it doesn't show up.
