The reason the tags are not available online is due to the short time period of them being on sale and when they need to be in the hunters possession for hunting.
As for the non resident aspect I have no idea.
So the population management season allows you to buy the licenses on a December 15th but the excess tags opens rifles up to all counties with extra tags. Seems to be how the snowball starts

The one thing I didn't realize was that any county with unsold antlerless tags after Jan 10 qualifies for the Excess Tag season. That season only allows centerfire rifles. This has to be new because they have never been allowed in my county previously and will be this year as we never sell out...
I saw some videos from the Dakota after this last storm if deer with snow/ice glazed over their eyes and a giant snow/ice ball on its mouth. The deer was on a road and couldn't see where it was going so the person cleared it off so they could breathe/eat/see
Also check your county ordinances. Ours has one specifically for dogs roaming. With it being written in our county deputies are more willing to write tickets and give fines
