Public Ground can be used by nature lovers too, its not just for hunters. I wear blaze orange anytime Im out in the woods when Hunting season is open, that includes when I am out Squirrel hunting. I do Squirrel hunt when deer season is open, BUT only if no other people are out deer hunting. If...
hardly any rabbits around here, rabbit meat is my favorite. We bred them for butcher when I was a kid. Id fill my freezer with rabbit instead of deer any day of the week!
My favorite is the Marlin 989g Semi Auto with clips, with a deerfield 4x32 wide view scope. Squirrels don't know what hit them. Ive also inherited grandpas Ranger 101.13 bolt action. Nice gun but no scope.
As for the gun jamming, I just bought 2 boxes (525 golden bullet value pack) of...

I think safety should be up to the hunter in this case as he is the one taking the risk. If you see people are party hunting that land, enter at your own risk.
I could see this working both ways. A bow hunter that already tagged their big buck wants their property to be a santuary during gun season. Since the season is over for them they could even be feeding the deer to keep them on their property. I know several properties that would fit this...
