I would start off by attempting to get it prepared this fall then go in with p&k this next winter/spring and then just frost seed into clover...those way you have a good base and when you put in your fall plots you can till the clover in for the nitrogen...then go in and plant half in brassicas...
Yes best to use inoculate but I planted several on the 22nd of August and they look incredible...some had inoc and some did not both came up great and look to be very healthy but it is recommended...if you didn't have that option I would just plant...are you just broadcasting or drilling/discing...

I'm fairly certain rye is like clover that it will grow broadcasted...but I believe oats don't do as well until under dirt...what about broadcasting and using an ATV and harrow? I think that would give you a better seed to soil contact
I planted mine this past weekend, rye oats and peas...I know they are calling for early frost this year...I figure with a month of growing it can't get that tall
Now my second plot is not nearly as impressive...soil was very wet when planted, it was late in the evening when we're done and there were a lot of silver bullets being had that day...also this was a harvest oat field and I believe that when I spread my urea a lot of the volunteer oats stole the...
So here is some of my growth...these both were planted 8/1...one field was definitely more wet than the other.... First field is in a well draining bottom...you can see that some of the field has not grown well but that is due to because of where the water drains but I think it has great growth...
I just sprayed my newly seeded(early June) this past week...used clethidom and crop oil...my weeds were fairly tall but sprayed anyway...with that being said I'm going to wait about another week go back in and mow and then probably leave it for the remainder of this year...
Down where I am we did not get that big rain...only about an inch or less...I was out spraying my brassicas tonight and it would not hurt my feelings one bit to get another 1/2"-1" on them after this week of dryness....they are growing like wild fire right now with this heat
I bought the 150$ buck target last spring it made it all of 4 months...I shot through all sides of the insert within the first 3....I would not give them another dime for a buck target....with that being said I think that there block targets are well made and last a long time
