We tried that when it came to certification. That wasn’t acceptable so we had to burst their bubble by having the only blood tracking judge in Iowa tell them he wasn’t interested in getting any busier.
So this is the “compromise” of the pencil pushers.
We are assuming training can be done at home, just like the majority of hunting dogs are trained. A bunch of guys worried about non-issues, but despite 40 states without problems we can’t seem to convince certain key players.
It’s more an enforcement issue than a tracking issue, so I am ok...

Lots of new language. Certification is gone but dogs are still required to be trained. Restrictions on tracking hours on public land, no restrictions on private. Ok to carry weapons during hunting hours...
HF 657 is out of Committee. New language restricts tracking hours on public land only. No certification required.
Still waiting for new bill number and exact language, but this is worth being excited about and we’re really hoping to get things through this year.

For the time being. It’s sad to see how little these guys appreciate what they have. I can’t walk the ditch and let my bird dogs run through private property.
I don’t think the bill did anything to make them worried, so I expect the bill will be back next year.
Lobbyist told me they (Ourth) added an amendment last minute, with no time for review so Natural Resources Committee has to review again.
Still waiting on the amendment language, but basically restricting hours that dogs can be used.

What’s the point of passing legislation that can’t be used for 3-5 years, or more?? It takes 8+ years to be a JGHV judge, we test 3-8 dogs through VGPa year. UBT is a little easier, but you have to be actively tracking deer and attend their national conference for an apprenticeship.

HF657 is now the active bill, and it’s the one with a certification requirement.
We worked hard, with multiple people driving 2 hours each way to attend, to educate the subcommittee today. Any changes need to be made by the Natural Resources...
Gotcha. Subcommittee was very successful and maybe if it’s fresh they will actually remove certification. Last years Natural Resources Committee was such a surprise I’m not holding my breath.
