Yes-could be alot of things but arrow spine could be the issue. Try to buy a spinner made by companies like Apple. You can check each arrow with a FBBH before shooting as if not spinning well is a wasted effort to tune. The insert could also be misaligned which will show up when you spin it...
Paper tuning is just a snap shot in time of what your arrow is doing at that distance. Nobody can paper tune "your" bow as it is as dependent on hand position as anything. I like to do it to start and get a fairly "good" tear-then walk back tune and finally broadhead tune.
