I hunt Allamakee and YES, the numbers are way down. This last bow season I saw 1/4 of the does i had in previous years. I don't know if we will ever see the numbers we had five years ago.

Don't want to sound argumentative, but it is the exact same concept as burning up a stand...best time to hunt a stand is when u hang it. You cannot hunt a stand everyday and not expect to alter deer movement. I'm not saying they will completely avoid the area, but they will alter their movement...
