What if the child's father is a non resident but the child's mother is an Iowa resident? Would the kid be able to participate in Iowa youth season?

Does a youth hunter (8 years old) that is a non resident have to go through the preference points/drawings for an Iowa tag just as an adult would? I am looking to take the little guy hunting but can not find any information on non resident youths. Thanks, Tyler
