According to the Iowa DNR website, they proposed an increase in fees: for '02, a non-resident deer tag (antlered or either sex) is $220 PLUS $80 for a non-resident hunting license and $8 habitat fee. Antlerless only are $150 PLUS the $80 and $8.
It also appears they increased the number of antlerless only permits allowed by an additional 1000.
