Buying pref. points? help, applying right now

I've been busy lately and am now applying for my deer license in iowa. What's up with buying a preference point for 10 bucks? i take it if i buy it, i won't be able to apply for the license? It'd be great if you guys could answer this in the next 20 mins. Thanks a ton.

If you apply for a licence and do not get drawn, you are awarded one pref point...I don't think you can do both tho
