So could I hide deer meat in the timber and sell the rights for someone to go in "hunt" for it is that legal?

There is a bill right now (HF 146) relating to requirements/penalties associated with outfitters licensing requirements (Friends of Iowa lobbyist is undecided at this point on this particular bill )

The state sells you the opportunity, its a little white and yellow sticker. The outfitter charges you to hunt his stands and maybe shoot a deer.
