SSB 1159 is making it’s way through the legislature. This is a long bill but well worth the read. Good bill?

In a nut shell, I believe the cost of a license will go up as was proposed earlier in the year for Iowans and non residents. Iowans will pay a little more, $17.50 as opposed to $12.00 for doe tags but the first doe tag is $17.50 instead of 20.whatever it is. The habitat fee will go up. The residency rules look to be tightened up some. The HUSH fee, now called a herd management fee, goes from $1.00 to $1.50.

I believe the increase in fees, both for Iowans and NRs will offset the monies the DNR sends back to NRs who did not draw.

One part that does give me heart burn is the legislature is giving up the control of the number of NR turkey permits per year. It does not address deer permits, but I hate to see them set a precedence.

I am cautiously optimistic about this bill. Give it a read and share your thoughts. The more “eyes on” and opinions the better informed we all are.

Read again. You must have missed the deer part. Check page 10, line 2 thru line 13. Looks like they are wanting to open up the NR deer tags as well.
 
I knew I was missing something. Why would they take out the quota on turkey permits and not deer?

What is the purpose of all the language change that removes the word Resident so often? It also looks to dumb down the language that defines what a residents is and is not. Something seems wrong here.

Why do you want to like this one Bonker?
 
I'm ok with the price increases as I've said since day 1 but I don't think they'll get it done this session. Chet and now even the DNR have already said the prices stay the same this year. I really doubt they'll eat political crow at this point even if it's the right fiscal decision.

This is the lastest legislation proposed by the DNR.( I think will have to look at actual file) Also this isn't an all or nothing bill.Items can be added or deleted. Need to pay close attention to changes. Most of the time all DNR legislation gets thrown into one large file.
It's very important that Senate Natural Resource Committee leadership hear from us.
 
Things I like: Resident and Non resident language is cleared up. Lines 1-22 and 1-28. 1-35 “person” gets tightened up to “resident”. 3-10 adds language about NR and tightens up the law about needing a license. I like that NR fees are going up as well. 5-2 I like that the DNR will automatically get to raise fees every year in accordance with the cost of living. It may stop the current situation from ever happening again. 5-11 Combination licenses are interesting, I’m not sure what the combos would be, a combination of hunting fishing and trapping at a discount for the three sounds like a good idea to me. 5-21 new section on defining non residents looks good. 5-23 new section defining residency looks good. 6-5 extends the 30 day to be a resident to 180 days. 6-14 is a good line. 6-22 makes it easier for a student going to school in another state that meets resident qualifications can come back and hunt during school breaks. This one has potential to be a bit abused, but on the face of it, it allows families to hunt together a couple of times per year. 8-7 goes farther in stating the monies raised from habitat stamps will be used to obtain public hunting ground.

15-35 is about “Governors tags”. This is political swag that will not be going away. Like ‘em or hate ‘em they are here to stay. What better way to pay back your non resident political cronies than with a deer tag? The non resident recipients of these tags have the hunter safety requirement waived. That one is not good. If theses tags were all to be given to charitable groups for auction where the state still gets the base fee but the group gets to keep anything over and above what the tag is worth, would that work?

I don’t like 8-15 and 10-2. This is where the wheels come off on this bill for me. This is a deal buster. I want elected officials to be in charge of these quotas simply because they are responsible to their constituents. I think at this point in time it is a fairly accurate assumption that there isn’t a whole lot of trust between the DNR and the hunting public when it comes to biology vs budget.

Over all I like the bill, just the sections on increasing the quotas is bad and if those sections remain in the bill it is a no vote from me, but if they are removed and language returned to original then it is a bill I could support.

HOLD THE PHONE, I just heard that this bill is coming out of subcommittee with a whole new look. We'll see. Stay tuned.
 
I have a question about the preference points. It says in addition to being awarded one for a denied application that additional points (plural) can be purchased. Anybody know if there's a limit to how many one can buy each year?
