Has Anyone seen this befor? Deer with a cowlick/ Horse Main...

Yes. If you look at enough Whitetails you'll find its not that unusual. Seems to be more common the farther north you go.
 
I saw one at the taxidermist I go to this year that was real obvious and went quite a ways down the back but very unique. At first I thought he wasnt done with it but then he showed me it and it was pretty sweet. Not a big deer at all but unique.
 
I am a small time taxidermist and that is exactly what it is. That is a bad stictching job. After they are done stiching it they should spray it down, then comb it, and then pin it flat ( I use pipe insulation cut in 1/2 or 1/4) until it dries.

You might be able to fix it if you get it really wet and pin it down using what is mentioned above.
 
It's not a taxidermy screw-up. One of my buddies shot one with a 'mane' two years ago. It's a genetic trait that is rare.
 
Not a taxidermy mix up at all... This guys has done 6 deer for me and in my pics I took the day it was shot it had it then... I just didn't notice it... At first I did think maybe it wasn't done but after seeing it and know its diffrent I love it and wouldnt change it at all...
 
Here's a buck I shot this year during early ML. Notice the small cowlick just below the throat patch. Taxidermist said he's seen a couple like this in his years of doing mounts, but not terribly common. This isn't the horse mane type cowlick, but a similar situation.
