That is how I read it also. You must be a neighboring land owner and not have a previous conviction. The thing I don't understand is if you are a neighboring land owner you should obviously know you are trespassing because you are familiar with the boundaries of your property. Makes no sense.
 
I do not see anything about making trespassing on a neighboring property with out permission legal.

It looks to me that it's extending a landowners ability to hunt his ground without a license or with a landowners tag on to his neighbors ground with in limits.

For example.... John and Joe are neighboring farmers that hunt shotgun together. Now they can use there LO tags on each other farms.
