This bill does a couple of things. Simply carrying a concealed weapon does not constitute intent to injure and changes the language about being intoxicated and carrying. The bill explanation at the bottom sums it up pretty well with the differences between current and proposed legislation.

This one is a bit confusing. I like the wording change that clarifies carrying a loaded weapon does not infer intent.

The intoxicated part is harder to follow. It is a serious misdemeanor to be intoxicated off of your property while carrying a dangerous weapon or having one close by. But, while intoxicated, you can go get a weapon to defend yourself - as long as you immediately put it away after defending yourself. Guns and alcohol don't mix, so on the surface it seems OK. But, for some reason it just feels like this one could have some unintended consequences. Guys camping and drinking around a camp fire. Can one of them be charged if he has a weapon in his truck 10 yards away?
