2208 will allow the non resident to purchase a 1 or 3 day hunting license at a greatly reduced rate. I can understand a short fishing license, but not hunting. None of the states I hunt in offer a short nr hunting license, they do for fishing. Will also cut the habitat stamp price in half. Habitat stamp funding is used to buy public areas. Not only will it hurt DNR, County Conservation boards receive funding from this also. Funding in short for all departments and now they want to reduce more.

1 6 c. Fishing license, three=day ..................... $ 15.50

1 7 d. Fishing license, one=day ....................... $ 8.50

1 8 c. e. Hunting license, eighteen years of age
1 9 or older .............................................. $110.00
1 10 d. f. Hunting license, under eighteen years
1 11 of age ................................................ $ 30.00
1 12 g. Hunting license, three=day ..................... $50.00

EXPLANATION
4 27 This bill creates two new nonresident hunting licenses,
4 28 one that is valid for a period of one day and costs $20, and
4 29 one that is valid for a period of three days and costs $50.
4 30 Currently, annual nonresident hunting licenses are available
4 31 for adults that cost $110 and for persons under 18 years of age
4 32 that cost $30. In addition the bill provides that a person
4 33 who purchases one of the new short=term hunting licenses is
4 34 required to pay a wildlife habitat fee that is only one=half of
4 35 the amount otherwise charged. Currently, the regular wildlife
5 1 habitat fee is $11.

Several reasons for this bill come to mind.

1: Outfitters wanna keep their hunts as cheap for their NR clients as possible.

2: The same outfitter wants to be sure the hunter he had on public land for three days goes home when his license is up and not hang around and continue to hunt the samr piece of public ground his next client will be on.

3: Grampa wants to be cheap and only pay for the three days the grandkids will be here.

4: The NR is gambilng that they will fill their tag in three days. If not they can buy a second three day tag for a total of six days and be 10 dollars ahead. If they don't fill the tag in six days and he buys another three day tag the state is 40 dollars ahead of where they would have been. Hey, this is a money MAKER for the state.

5: If an NR is limited to only 1 three day license they will go home after three days and they won't be here the reast of the season. Not a bad idea really, but the state loses money that way.

Bad Timing

We are on the brink of the sustainable funding vote. Let's see what happens in November before we start reducing income to the Fish and Wildlife Trust Fund. Until then we are still:

- 49th out of 50 states in public land holdings
- 47th out of 50 states in conservation spending

The wise choice seems to be to act in the present rather than try to predict the future. We are amid a recessive economy, budget cuts and a shortage of conservation officers to protect our resources.

Seems to me revisiting this topic in the 2011 session would make more sense. By then we will have a much better indication as to where we stand in terms of funding the resources that license sales currently support.
