How wet is to wet

So currently my disc'd food plots are under water from a river flooding. I was just getting ready to plant brassica's but mother natures decided it wasn't time. So once the water recedes, how dry does it have to be? I am going to use a hand seeder, ground was all nice and ready prior to rain. Can I start spreading seed once the water is off but still a bit slick walking or wait until it drys enough to get the atv on it?
 
Hopefully you have some dirt left!

In my experience, after bare dirt has seen standing water, it gets crusty once it dries up. Not a good seedbed. I'd be prepared to shallow disk it before seeding. Hopefully I'm wrong.
 
Seeds in any kind of churned up soil always does better than trying to grow in or on hard ground. My experience with both.
