<span style='font-size: 17pt'>HSB 136, SSB 1157, DNR/NATURAL RESOURCES BILL</span>.

The 36-page bill was amended to 21-pages. Topics included are: snowmobiles, ATVs, ORVs and allows for safety programs; allows hunting with raptors without blaze orange, increases penalties for unlawful taking bobcats and certain fish; increases penalties for killing fish by polluting water; commercial fish, turtle, mussel and roe law/license changes & license increases; creates a boundary water sport trotline fishing license; <span style="color: #FF0000">allows nonresidents to purchase preference points for turkey and deer licenses: allows the DNR to develop combination license packages that would cost less than if purchased separately,</span> adds definitions of boundary waters, nonresident, and principal and primary residence or domicile of 180 days(this may be shortened); codifies the reporting requirements for turkey; allows the DNR to develop & sell license packages that cost less than if bought separately; describes the noncommercial harvest of aquatic species, creates a new boundary waters sport trotline license, allows turtles and mussels to be taken on a valid fishing license, prohibits the sale-barter-trade of turtles and mussels. Amended & passed HNRC. Amended & passed SNRC. The HSB requires 90 days of domicile for residency; the SSB requires 180. <span style="color: #CC0000"> <u>The Senate is expected to amend the bill to allow the DNR to set the number of nonresident turkey licenses.</u></span> /forum/images/%%GRAEMLIN_URL%%/mad.gif

If they get to set the NR turkey quota, it'll give them every argument in the world for NR deer also. The old "why one and not the other" argument. Why is the NRC in favor of this? I don't get it. Sounds like a foot in the door to total control to me figuring there won't be as many complaints from the turkey crowd.
