You need to get in touch with the State and get a new card. Also, in order to be legal, you should get duplicate license. I don't think there is a charge for the safety card, but there is a minimal fee for duplicate licenses.

My son lost his hunter safety certificate several years ago. He had taken the course in Nevada. It was somewhat of a hassle but he was able to get a duplicate.
As for the hunting and fishing license, I would think that any license vendor could look it up on the computer and issue a duplicate. I could be wrong.

...stop by any ELSI vendor (though I suggest a place where you will have someone somewhat more knowledgeable than your average discount store worker) between 8:00 a.m. and 4:30 p.m...the HE Card reprint will cost $3.50 and each license, tag or fee you need duplicated will also cost $3.50...

Go to Wal-Mart on 3rd shift, you'll get your liscense.
