As said before each locker has their preference on how deer for HUSH come in, Ohrts takes them just well field dressed.
The rules of the HUSH program are set up for whole deer donations only, the locker gets a per deer payment so there's no way to keep part of the deer and donate the rest. It's just not set up to deal with anything but whole deer donations.
