Left over NR Tags

Anyone know if there is a way to find out what areas/seasons have left over tags?

Yea I drew one, but I think my buddy didnt know what he was doing. He said he didnt get one, then I told him to buy a left over and he still didnt get one??? Well Im waiting for him to call me so I can go over and show him how to buy one. I hope he didnt screw it up bad already.
