Only way you can get into Neil Smith is a lottery. Apply at conservation center in the refuge. Pheasant hunting is great in spots
 
I just had to get a permit to bowhunt neil smith last year, I think the lottery is only for shotgun season. There are some nice deer there, I have killed 2 nice ones there in the last few years. Make sure you have your license in order because it is a federal refuge and you will be stopped frequently.
