Not having any idea how this stuff works myself, how would someone go about finding which individuals are responsible?

If you look at the full text of the bills that elk hunter posts it will say house or senate file by or sponsored by, that is who is introducing the bill. Usually the second line directly under the number identifying it.

Rep. Pettengill District 39
Rep. Windschitl District 56
