DNR to Unveil New License Sales System in 2010

DES MOINES - The Iowa Department of Natural Resources will begin using a new electronic system to issue 2010 hunting and fishing licenses that will make it faster and easier for hunters and anglers to get the privileges they want. The new system begins testing at select vendors across the state in early 2010.

The current electronic licensing system, which began in late 2000, is at the end of its technological life. The tag printers have aged to the point where most replacement parts are unavailable when equipment breaks down.

The DNR has been working on the new license system for about two years with contractors converting the old mainframe into a new web based system that is more customer-friendly. The new system will allow customers and retailers to see current license availability and have quota numbers available in real time, rather than requiring a retailer to complete a transaction before knowing if a license was available to purchase or the quota had been filled.

"I anticipate our license holders will support this new system because it will give them better service, with fewer errors and a shorter time at the terminal or waiting in line," said Ken Herring, administrator for the Conservation and Recreation division of the DNR.

With the start of the new system comes a new administrative fee structure. The cost to build and operate the new system has increased since the first electronic license system was installed in 2000. The DNR has a contract with Active Outdoors to build and maintain the system that is paid for by the sale of each privilege. The cost to customers will increase by $1.50 per privilege and will begin on Dec. 15, for 2010 privileges.

License buyers will eventually see a different type of license once the new system is fully installed. New licenses will be printed on the material used previously for deer and turkey tags.

Much of the work for the new system has taken place behind the scenes and while customers may not see the new technology at their local agent, the machines will be coming as the pilot sites work through any issues that arise.

Correction to License Prices Listed in Regulations
The license fees printed in the hunting, fishing and waterfowl regulations books will be incorrect after the administrative fee is increased on Dec. 15. The process to increase the administrative fee began in August with approval from the Natural Resource Commission, then was subject to a public hearing, then finally was presented at the Legislative Rules Review Committee in October, which was after the hunting and waterfowl regulations were completed and while the fishing regulations were being printed.
