if a NR puts in and draws a tag but for some reason can't use it that year, can he turn it back in for a point?
someone asked me that today and I had know idea.

I seriously doubt it. If one did it then others would want to if they had the same problem and my guess is it would complicate things for them.
But that's just my guess. I'd call IDNR and ask. He might get lucky.
