Questions for Blind Sow

I have a question about land owner tags. Where does the landowner have to be for someone to harvest a deer with this tag? On the farm at the time of harvest? Partaking in the hunt? A certain distance from the huntersif hes doing chores?

Also a question about preference points. If you purchase a Nonresident antlerless tag, do you give up your preference point for the year?
