Salvage Tag

If you find a dead buck and the deer is not much more than a skeleton can you get a salvage Tag? I thought on the last salvage tag I got it said on the back will not be issued for antlers. Just curious.

A CO refused my request for a salvage tag once and told me that the meat had to be fit for human consumption in order to issue one. Others have responded to similiar posts in the past saying they had different experiences, so I guess it is who you know/ask for the tag.
