shotgun tags?

I heard that a guy was rejected for a first season tag...he said that they were out of the limit....is this true? cause my group doesnt have tags yet?

someone said that today at school too, i got my tags the first day u could get them but no doe tags left i asked bout that today at the O'l wal-mart
