Trading hunts?

Ad a friend from IA offer to trade hunts, I hunt ne but have pretty good sections. Just wondering on the legality of this. I'd rather error on the side of caution, but I'm intrigued none the less.

There is no problem with this outside of the fact he can get a tag every year in NE and you could only get one every 3rd. He would simply hunt your spots with you in NE and you would hunt his spots in IA. It would be no different then getting permission to hunt a private place in IA.

I just wish IA and NE would be a little more "neighborly" with non resident fees. Understand the reasoning, but it's frustrating when I can cross the river in 5 min butt it seams sooo far away.
