If you have not yet completed hunters safety, can you still buy preference points as a non-resident?

I have two sons and a girlfriend who planned to be taking hunters safety this summer/fall, but the application period will be over by then...can I still set them up a profile and buy a point online without the certification?

yes you can. You only need hunter's safety on file to buy an actual license.
