Curious, what points did Baxter hit on for being in favor?

I’ve only gotten three no responses from districts 29, 66 & 85 (all blue).

This is part of what I received from terry. I have a feeling there is a lot of copy and paste response going on since he sent me this one twice which didn't directly respond to any issue I brought up and another response that had little to nothing to do with this bill or what I typed concern about. It did however give me some insight that they intend to allow more non resident tags in one form or another which directly contradicts what he's says below.


"Thank you for your email, however, let me give you the other side of the arguments. I believe we need to support the development of quality guide services in Iowa. The bill limits the hunts to 35% bow hunts. Any licenses not sold go back into the General lottery. The hunts will most likely be done on private property and not compete for public hunting grounds. That is not true of lottery out of state hunters. They tie up our limited public lands and complete with Iowa residents.

We had an Iowa guide come and share in sub-committee that he had nearly every hunt cancel in the past two years because not one hunter was able to draw in the lottery. It is killing his business.



This bill does nothing to raise the number of out of state hunters, but does offer a quality hunt to those who want to go through a guide service.


I have hunted black bear in Canada. The lodge was granted 8 tags every year. I was guaranteed a tag and had a better chance of filling my tag. These guaranteed hunts are a significant part of the revenue needed to keep the hunting and fishing lodge solvent. This same arrangement happens in many states that know the value of building quality guide services. We should be helping and not hindering economic development in Iowa and quality guide services. They contribute significantly to help manage the deer herd and provide habitat development. They are professionals that often help their neighbors as well.

I have family in Minnesota with land that frequently had out of state hunters trespass and hunt on their property because they had no guide. I personally believe there will be trespassing in Iowa onto private land by out or state hunters who come and do a “self-hunt.” That causes me great concern in Iowa. This bill actually does just the opposite of what you state in your email. It will ensure that more Iowans will have land available for them to hunt, both public and private and that trespassing will be minimized."
