This is a new twist on the original bill. This bill adds CWD to the IDALS list of infectious or contagious diseases. It adds some language that tightens up the original bill. The original bill changed some language about who qualifies for crossbows and that is gone.

This bill needs some help. It was on the daily debate calendar then removed. I have heard some rumors as to why it's being held up but I'm not going to throw any groups under the bus on rumors I can't substantiate.

I think the angst may be caused by this copy and paste from the bill's explanation section:

By operation of law, the bill allows the department of agriculture and land stewardship to adopt rules and exercise certain powers to control the spread of chronic wasting disease in animals under the department’s jurisdiction.

There is a subset of people who are afraid IDALS will use the new law to regulate captive cervid operations under their purview.

The bill addresses two different sections of Iowa Code. 162.3 is IDALS and 481A.38 is DNR.

I'm on the National Deer Alliance newsletter list. It's a weekly email that has lots of news about deer conservation. It isn't a "how to hunt" organization more of a news gathering and deer conservation advocacy group. They are on the front line of disease information dissemination in the US. In the last newsletter they had an article about HF 2458 and a link to their Grassroots Advocacy Center. Confirm for me - there is NOT an antemortem test for CWD.

Depends on the article you read. I have read that deer breeders can take a rectal biopsy (of the deer) and the results indicate if the deer currently has CWD. I have also read articles that question the reliability/validity of those tests. I can not site the articles as it was a while back.
