Acording to the article in the Dever Post last week the fines were for his violation of the Lacey Act (talking the poached animals across state lines). The article went on to state that he still faces up to $500,000 in additional fines.
"Waters faces additional fines of $500,000 for wildlife violations and another $250,000 for illegal possession of a machine gun. He did not use the machine gun to hunt, investigators said."
