SF 112 Changes to the Forest Reserve Program

I don't know enough about this program to tell if the changes are big or not. Sure seems to be a lot of confirmation requirements between the DNR, County Conservation Boards and County Assessors. Again, I don't know enough about how the FRP works but it sure seems pretty convoluted. I think bottom line is if you have land in the Forest Reserve or Fruit Tree Reserve Program you are going to pay more in taxes on the ground and the enrollment will need to be renewed more often and inspected more often to be sure it qualifies.

There is also a clause in the bill that if the reserve (fruit or forest) qualifies for the depredation program at least 25% of the tags must be used by the owner or the owners family.

If you have ground in these programs or have an interest in the program you should read the bill.
 
A tax hike on top of a tax hike!!!
rural iowa got pummeled with tax increases in last 3 years. The poorest counties in iowa had farm taxes go up around 20-40%. They went up during a time that grain prices plummeted along with cash rents & new crp rates. Just fantastic timing!!! The everyday farmer took it on the chin in last few years.
Same old broken record with FR ...... costs 98% of the counties a TINY a fraction (way way less than 1% of their tax revenue) to protect the last 6% of timber our state has. All because a handful of folks in Polk, Dallas & maybe Johnson counties put high dollar land in forest reserve (which does come out when
/if developed & turned into astronomical tax rates).

property taxes have sky rocketed up. Dallas, Polk & Johnson rake tax $ in from housing & business. FR protects Iowa’s last small amount of forest & FR has a obscurely small impact on tax revenue. All this is: ignorance & short sightedness of government, making a stink about “a few pennies” as they have to get every last drop they can.
 
This bill has a new number, it is now SF 352 and it has been changed from a Natural Resources bill to a Ways and Means Bill which means it is now funnel proof which means it can hang around until almost to the end of the session and if no action is taken this year, as with any bill, it can be brought back up next year.
 
The Ways and Means subcommittee this bill was assigned to recommended indefinite postponement today. This doesn't mean it's dead but pretty close.

It's almost like we need to make a "cheat sheet" of the good and bad politicians making these decisions so when we go to vote, for people that don't follow politics much, will have a heads up lol!
