interstate shrubs?

What are these shrubs along the interstate in iowa? Thanks!

Probably 8 to 10 ft tall in height.

Dogwood is popular alone the interstate. I can't see the picture very well. Great wildlife planning from what I have heard.

Dogwood sounds good, maybe plum or some viburnums are possibilities, too.
