If by "late season" you mean Muzzle-loader season, it is not legal to party hunt then. Only during the shotgun seasons. Also you can't party hunt in the archery season. Non residents can't even buy a "doe only" archery tag now.

The point is that the baiting itself will not cause CWD to suddenly appear. It will get here either accross the Mississippi or from deer/ elk farms and the ban will have nothing to do with keeping it out.
