I'm not sure what to think Skip, we nearly 5" too on waterlogged soils. I don't have a warm and fuzzy feeling about the situation but all we can do is wait and see. We need sunny weather but cool temperature's and more rain forecast for Friday.

Neither one will get more then an inch this fall, there's not a hill of beans difference this fall. Just mix them and sow, you see why we don't waste money on "buck on bag" seed, you never know what you're getting... ;)

Brassica growth as of September 1st, and they look great!
At 10# per the brassicas are plenty thick but in our area deer thin them quickly.
They devour the forage radish first and the turnips and rape later in the winter. They tend to focus on the rye, oats and peas...
I urea they look pretty yellow, have they had to much water? Clethodim won't hurt broadleaves unless you had something else in your sprayer?
Velvetleaf is everywhere yet we have never had a problem with it or any other broadleaf weeds for that matter, not sure what we are doing different?
It sound's like they are doing great! You can topdress urea if wish but may not be necessary, talking rain tonight so it's a great time to get some on.
Oust will not harm established switchgrass as long as it is dormant. Usually late October or early November or you can spray early April but wet weather can be a problem in spring.

There dozens of new varieties, ask about longevity and winter standability in your area ;)
To much rain can cause problems some we have no control over but try top dressing urea just before the next rain.
Make sure you soil test after season
