The regs must be different down in Iowa.

Up here in ND if you don't have a license for it or it isn't listed as a non-game animal, you can't shoot it.

Example: Last year there was a black bear spotted in ND and that couldn't be shot because there is no season and it isn't listed as a non-game animal. You don't see many bears in ND though.

It ended up getting hit by a car, so it didn't make it.
 
FYI. There is a game farm on the Cedar River. It's right around the Rochester area. Just thought you'd like to know
 
I believe the ruling is as follows: Exotic game on ranches must have an ear tag. Once in a while, these animals escape. You may legally shoot an exotic animal, such as an elk, if it has an ear tag. If one walks by without a tag in its ear, better leave it alone because it may have wandered in from another state. I know a guy who shot a nice bull that escaped last year. Had an ear tag, perfectly legal. From what I understand, the owners of these ranches want the animal shot because there is a heavy penalty for having escaping animals.
 
I would think that it would be the same situation that we have with the mountain lions... they aren't protected (at least they weren't) so all you need is a valid hunter's license.. I would definately check with the DNR though... My uncle has a couple of elk on film from last turkey season on public land in NE Iowa... He reported them to the DNR, but i dont think he has heard anything about them.. I think he hunts by Yellow River or around there somewhere...
 
Its not legal to kill one. A friend of mines group shot one a couple of years ago, it was a cow elk but they still got in some trouble over it.
