here is the reply that i got from senator harkin, about senate bill 339, states rights to regulate hunting seasons. i guess its better late than never, as i emailed him way back when good ol' 180bc first brought this up

Representative Mark Udall introduced the Reaffirmation of
State Regulation of Resident and Nonresident Hunting and Fishing
Act of 2005 (H.R. 731) on February 9, 2005. This legislation
expresses the sense of Congress that states can set their own
recreational hunting and fishing license fees. However, H.R. 731
also affirms the continued federal management of hunting and
fishing on federally owned lands and continues federal laws
concerning endangered species.

H.R. 731 was referred to the House Resources Committee's
Fisheries and Oceans Subcommittee. No further action has been
taken at this time. Please be assured I will keep your thoughts in
mind should H.R. 731 come to the full House of Representatives
for a vote.
