We are very excited to see this bill passed, but none of us like the trained language. It sets a bad precedent for all hunting dogs who are not required to be trained prior to hunting ducks, rabbit or pheasant. There’s really not much training required, as 8 week old puppies will follow a track out of pure natural ability. Good obedience training is always a good idea however, and we don’t want anyone to think it’s not necessary to have a good canine citizen either.
Unfortunately there are folks who are very concerned about dogs running deer and requiring a leash wasn’t enough insurance for them, particularly a single powerful legislator who added the language. We were able to get the language changed from certified to trained because neither our group nor the DNR want to be responsible for testing and certification of dogs, but we couldn’t manage to remove it completely.
Preliminary discussion with DNR indicates they have no intention of enforcing the language. At least not unless there’s a problem.
Our group hopes to set a foundation of ethical behavior, and if it’s a problem, we will return in a couple years to change it after proving our dogs value and demand.
